center">二零一零年十一月二十四日</div><div> </div><p>主席: </p><p>對於方剛等議員今天提出的「推動廢物循環再造產業」議案和有關修正案,當中有不少好的意見,我是認同的。</p><p>推動環保減廢,涉及的層面很廣,就以我過去較為關注的廢電器及電子產品生產者責任計劃為例,就有不少問題,因為,據我所知,單單係2008年,香港產生的廢電器電子產品總量超過70,000 公噸;而且,由於香港人都慣於追上最新的電子產品潮流,由此洐生的電子廢物數量日漸龐大,過去數年的按年增長幅度約為2%。要處理數量如此驚人的電子垃圾,實在不容易,因為,電子垃圾的分解較為相對較為困難,一旦處理不當,更有可能釋出有害物質。 </p><p>如果只係靠自願性質的生產者責任計劃,是否能收到效果呢?事實上,香港從2003年起已經先後推行三個回收試驗計劃,可是,這些自願回收計劃每年合共可收集的產品數量,只佔香港每年所產生電子垃圾總量的1%左右,正如業界朋友指出,那些回收中心往往只是簡單將舊電器回收到拆解場,完全欠缺妥善處理的儀器和工作程序,例如:工人在拆解過程中欠缺保護衣物或工具、廢電器有部分露天棄置等,隨時有可能增加廢電器內有害物質洩漏的風險。我們從過往的這些經驗可以得到甚麼啟發呢?要達到政府在「廢電器及電子產品生產者責任計劃」所列明的目標,妥善處理電子垃圾,就絕不能靠小打小鬧,不但需要有整體的政策和規劃,而且需要以發展專業的廢物循環再造產業的辦法加以處理。 </p><p>究竟,香港有沒有可能發展廢物循環再造產業?海外有甚麼相關經驗值得借鏡?本地相關業界的一些朋友去年底曾經組織了日本考察團,以便了解日本循環再造系統及有關技術。原來,日本當時使用中有超過3 億件家電產品,而日本在199 8 年就開始進行為期3 年的諮詢,並與業界磋商可行性,最後於2001年4 月立法。因此,他們所制定的棄置處理流程比較有系統及有效, 而且有一套廣泛的循環再造政策,全國約設有3 80 個電子電器廢物收集站。同樣值得注意的是,整個日本社會對「廢棄電器及電子設備」有公民責任,消費者亦有責任支付運輸及回收再造費用。再睇番香港,本地業界一再向政府反映,欠缺地方發展廢物回收及循環再造產業。所以,我今天要向政府提出的第一個建議是:檢討各區的政府用地,在不影響社區居民的前提下,撥出地方給廢物循環業界作為收集及臨時儲藏廢物之用。 </p><p>本地業界面對的另一個困境是,效益不高,基本上收入只是依靠售賣回收物料,相比之下,外國廢物循環企業大約只有15%收益是靠售賣回收物料,另外85%收益是來自廢物处理收費。究竟,海外廢物循環業界是用甚麼方法去取得較大的效益呢?我們不妨再參考日本的例子:日本共有48間循環再造廠,以其中一間大型的電子電器環保循環再造中心為例,需要約200名工人,每年可以處理100 </p><p>所以,我認為,以香港目前的條件,自行單獨發展廢物循環再造產業,成本效益成疑,如果將所涉及的處理費用,全部轉嫁給消費者去承擔,又不合理。政府應盡更大的努力,促進區域合作,積極協助本港和珠三角環保產業界合作,發展高增值的廢物回收技術及產品開發,以促使廢物循環再造產業邁向高科技及高產值的新陼段。 </p><p>主席,本人謹此陳辭。</p><h1 style="text-align: </p><p>對於方剛等議員今天提出的「推動廢物循環再造產業」議案和有關修正案,當中有不少好的意見,我是認同的。</p><p>推動環保減廢,涉及的層面很廣,就以我過去較為關注的廢電器及電子產品生產者責任計劃為例,就有不少問題,因為,據我所知,單單係2008年,香港產生的廢電器電子產品總量超過70,000 公噸;而且,由於香港人都慣於追上最新的電子產品潮流,由此洐生的電子廢物數量日漸龐大,過去數年的按年增長幅度約為2%。要處理數量如此驚人的電子垃圾,實在不容易,因為,電子垃圾的分解較為相對較為困難,一旦處理不當,更有可能釋出有害物質。 </p><p>如果只係靠自願性質的生產者責任計劃,是否能收到效果呢?事實上,香港從2003年起已經先後推行三個回收試驗計劃,可是,這些自願回收計劃每年合共可收集的產品數量,只佔香港每年所產生電子垃圾總量的1%左右,正如業界朋友指出,那些回收中心往往只是簡單將舊電器回收到拆解場,完全欠缺妥善處理的儀器和工作程序,例如:工人在拆解過程中欠缺保護衣物或工具、廢電器有部分露天棄置等,隨時有可能增加廢電器內有害物質洩漏的風險。我們從過往的這些經驗可以得到甚麼啟發呢?要達到政府在「廢電器及電子產品生產者責任計劃」所列明的目標,妥善處理電子垃圾,就絕不能靠小打小鬧,不但需要有整體的政策和規劃,而且需要以發展專業的廢物循環再造產業的辦法加以處理。 </p><p>究竟,香港有沒有可能發展廢物循環再造產業?海外有甚麼相關經驗值得借鏡?本地相關業界的一些朋友去年底曾經組織了日本考察團,以便了解日本循環再造系統及有關技術。原來,日本當時使用中有超過3 億件家電產品,而日本在199 8 年就開始進行為期3 年的諮詢,並與業界磋商可行性,最後於2001年4 月立法。因此,他們所制定的棄置處理流程比較有系統及有效, 而且有一套廣泛的循環再造政策,全國約設有3 80 個電子電器廢物收集站。同樣值得注意的是,整個日本社會對「廢棄電器及電子設備」有公民責任,消費者亦有責任支付運輸及回收再造費用。再睇番香港,本地業界一再向政府反映,欠缺地方發展廢物回收及循環再造產業。所以,我今天要向政府提出的第一個建議是:檢討各區的政府用地,在不影響社區居民的前提下,撥出地方給廢物循環業界作為收集及臨時儲藏廢物之用。 </p><p>本地業界面對的另一個困境是,效益不高,基本上收入只是依靠售賣回收物料,相比之下,外國廢物循環企業大約只有15%收益是靠售賣回收物料,另外85%收益是來自廢物处理收費。究竟,海外廢物循環業界是用甚麼方法去取得較大的效益呢?我們不妨再參考日本的例子:日本共有48間循環再造廠,以其中一間大型的電子電器環保循環再造中心為例,需要約200名工人,每年可以處理100 是因為現時大部分資訊均已上網和儲存於電腦,與傳統保存資訊的方式大為不同。對於私隱專員公署現時的人手在監察外界方面是否能夠與時並進,作出即時反應,我認為沒有足夠的資源和科技, 是絕對做不到的。</span></span></p> <p class="MsoNormal"><span style="font-family: 新細明體"> </span><span style="font-family: 即盡快全面落實《私隱條例》第33條,對轉移個人資料至香港以外地方作出規管,其實值得斟酌。這項條文現時尚未實行,我希望政府交代為何這麼久尚未實行這項條文? 我亦希望局長能夠解釋,當實行該項條文後,就一般轉移資料而言,香港與海外地方的懲罰是否有分別。如果真的落實,我認為將會是一個新的計時炸彈,關鍵在於如何界定資料是在香港還是在海外。</span></span><span target="_blank"></a></p><p>After CE presented his Policy Address, I had a meeting with some ICT industry players and listened to their views upon the Policy Address. The industry welcomes CE’s suggestion in using more new media to enhance the communication with the public. This would enhance the efficiency of collection of public’s views and benefit to the policy execution. The Government has earmarked $1 billion to extend or enhance the elderly healthcare pilot scheme. We believe that the Government should study how to use ICT technology to facilitate HK to develop the cross-border health support system. The “Happy Family Info Hub” project is greatly supported by the industry. </p></div><div><p><a href="images/stories/samson/20101012_m_img_0456.jpg" target="_blank"><img src="images/stories/samson/20101012_s_img_0456.jpg" border="0" alt="Samson Tam" width="216" height="162" align="right" /></a>Promoting economic development: the National 12th Five-Year Plan is a great opportunity allowing Hong Kong to reposition itself. In particular, Hong Kong can strive to be the regional centre of technology transfer and creative industry. The Government should help to open up the market in Guangdong Province. Otherwise, we could probably get stuck in the rut. I expect the Government will formulate a complete and sustainable technology policy and implement the establishment of the Technology Bureau to promote local creative industry. </p><p><br />The Six Industries: The CE also agreed that we have to work with the Mainland market. Though the Framework Agreement on Hong Kong/Guangdong Cooperation has been signed in April, the urgent matter is how to implement the Agreement. Comparing to HK-Taiwan relations, there are the Economic and Cultural Co-operation and Promotion Council (ECCPC) and the Taiwan-Hong Kong Economic and Cultural Co-operation Council (THEC) set up to foster economic ties and social exchange. But, there is a lack of such measures between HK and Guangdong Province. <br /><br />Among those social issues, I am most concerned about youth development. The Government plans to form a “Service Corps” to recruit and provide financial support for senior secondary school leavers, tertiary students and working youths aged between 18 and 29 to serve in underprivileged areas in the Mainland. It will help young people to broaden their horizons as well as find the meaning of life. </p><p><br />I always work with the social welfare sector to promote online social worker project. The Government will introduce pilot Cyber Youth Outreach Projects. Reaching out through the Internet to youths in need, particularly those identified as at-risk or hidden, the Government could provide timely support services to them. </p><p>The following areas related to ICT are being highlighted: </p><div style="text-align: justify"><p><strong>Combating Inter-generational Poverty<br /><br /></strong>54. We are particularly concerned about the development needs of children from low-income families. The Government has launched a number of projects under the Child Development Fund to foster the personal development of underprivileged children. A subsidy for internet access charges and other measures were announced in this year's Budget. When preparing his coming Budget, the Financial Secretary will consider further measures to cater for the needs of these children. <br /><strong><span style="font-weight: normal" class="Apple-style-span"><br /></span>The National 12th Five-Year Plan<br /><br /></strong>92. To ensure that Hong Kong can better leverage its unique advantages and functions during the National 12th Five-Year Plan (the Five-Year Plan) period, we will strive to enhance Hong Kong's status as an international centre for financial services, trade, shipping and logistics, and to develop the six industries where Hong Kong enjoys clear advantages. We are actively helping our service industries, especially the professional services sector, expand their presence in the Mainland market progressively. We are working with Guangdong Province to seek to incorporate the most important functions and roles of Hong Kong-Guangdong co-operation into the Five-Year Plan. <br /><strong><span style="font-weight: normal" class="Apple-style-span"><br /></span>The Six Industries<br /><br /></strong>97. Last year, I accepted the recommendations of the Task Force on Economic Challenges for the development of six industries where Hong Kong enjoys clear advantages. They are medical services, environmental industries, testing and certification, education services, innovation and technology, and cultural and creative industries. We are gradually implementing the relevant measures. This is a long-term industrial development plan which can put Hong Kong on a path towards a diversified and high value-added economy. We will continue to monitor the development of these six industries, with emphasis on integration with the Mainland market, so as to inject new impetus into our economy. <br /><strong><span style="font-weight: normal" class="Apple-style-span"><br /></span>Professional Services<br /><br /></strong>106. We have been promoting access of local professional services to the Mainland market through CEPA. For example, we encourage mutual recognition of professional qualifications, seeking the opening up of Mainland's professional qualification examinations to eligible Hong Kong residents, and facilitate Hong Kong professionals with relevant qualifications to register and practise in the Mainland. Supplement VII to CEPA signed this year further liberalises the Mainland market for our medical services and construction-related professional services. We will maintain close contact with the Mainland to enhance the effective implementation of CEPA. <br /><strong><span style="font-weight: normal" class="Apple-style-span"><br /></span>Cyber Youth Support<br /><br /></strong>142. In view of the changing lifestyle of youths, we will introduce pilot Cyber Youth Outreach Projects with funding support from the Lotteries Fund. Under these projects, we will reach out through the Internet to youths in need, particularly those identified as at-risk or hidden, for timely support services to them. <br /><strong><span style="font-weight: normal" class="Apple-style-span"><br /></span>Enhanced Protection of Personal Data<br /><br /></strong>147. The transfer of customers' personal data by some enterprises for use in direct marketing has aroused community concern. The Privacy Commissioner for Personal Data has investigated the cases and will issue a new guidance note on relevant issues. Moreover, we propose that more specific requirements should be laid down in the Personal Data (Privacy) Ordinance, and will put forward legislative proposals for public discussion shortly.
