Open source offers cost-effective and viable solutions to many sectors of public interest. In the EU and US, many government tenders will mandate the selection of open source solutions alongside proprietary offerings to deliver the best value, ROI to the taxpayers. It would be nice for HK to loosen the connections to the big US/EU software vendors for large software acquisitions. |
